R. Ramachandran began his career as a librarian in Singapore in 1969 and served as Education Officer; Head of Branch Library; Head of Technical Services; Deputy Director of Reference and Support Services; Director, National Library; Deputy Chief Executive, National Library Board; Secretary General, CONSAL; and Secretary General, IFLA. He retired in 2004, and is currently the Executive Director of the National Book Development Council of Singapore.
In 1996, he was awarded the Public Administration Medal (Silver) for his outstanding contribution to library development in Singapore. In 2001, he received the Outstanding Community Service Award from the President of Singapore.
Previous Consal Outstanding Librarians are Dato Zaiton Osman (2003) and Antonio M. Santos (2002).
